Ok did some more googling.
From 2017: The Fife Tiara has been given to the U.K. government as part of the Acceptance in Lieu scheme and will be displayed at Kensington Palace. The Acceptance in Lieu program enables taxpayers to transfer important works of art and heritage objects into public ownership while paying Inheritance Tax; the 3rd Duke of Fife died in 2015. The government’s report on items accepted in 2017 (excerpted above and below; the full PDF is here) notes that the Fife Tiara was accepted as “pre-eminent under the second and third criteria” for assessing objects offered, which means that it was determined to have “especial artistic or art-historical interest” and was of “especial importance for the study of some particular form of art, learning or history”.
Apparently it went on display in March 2018 in the "Victoria Revealed" exhibit.

So, I wonder if it was in the Queen's vault or something for safe-keeping (because I think some of the other "Fife" tiaras are?) and she offered it to wear. I love your theory and can see The Queen keeping the one Eugenie liked out of the mix I for sure don't think Eugenie's was part of the mix, but it's hardly the only Emerald Tiara in the BRF collection. A different Emerald one could have been offered and then the drama made up later to deflect from something else I didn’t suggest it was confrontational. Just maybe “oh E wanted to do emeralds, if that alters your decision at all” heads up. I wasn’t aware there was drama. And wasn’t referencing any. I also made it up so it’s not really a thing to figure out.

"It has been loaned on a long-term basis to Historic Royal Palaces for display alongside Queen Victoria’s Emerald and Diamond Tiara and its parure, which is also still with the Fife family and on long-term loan, and the Fife Tiara, which was given to the U.K. government in lieu of inheritance tax following the death of the 3rd Duke of Fife."

With each tiara I would think it would take practice to know how to securely attach the particular one. My take was the advice was whichever tiara you get, practice with it. But then they couldn't get the tiara to practice and were finally given a different tiara. But I've slept since listening, so I might be wrong.
