Yes, Barr can be impeached. Congress could take formal impeachment steps against AG Barr entirely on their own but no executable action would occur without a conviction from the Republican Senate, which is unlikely to happen. Now, should Trump win re-election (mega-gag) but Democrats hold the House and take the Senate (mega-win), Democrats could impeach and remove an Attorney General, to my understanding (*not a lawyer) but it's important to remember that Cabinet officials serve at the pleasure of the president and it would be upsettingly precedent-busting for the Congress to impeach and remove a cabinet secretary
