I think he punted to congress.
He was following the guideline of a sitting president can't be prosecuted. So if theoretically the DOJ hands are tied if they are going to follow that guideline. Therefore its up to congress to determine if there was enough evidence for high crimes and misdemeanors.
While we know the turtle would never allow any hearing, that doesn't mean the House couldn't shed light on it.
Now we are in for the protracted fight between Barr and Schiff, Nadler and Pelosi for the actual report and not just a summarized letter.
If the report is completely exonerating, then they should have no problem releasing it. Full stop. Remember this report allegedly has information impacting ongoing investigations. So we aren't going to see it for a very long time.
The gang of 8 MIGHT, the public wont.

His reasoning is sound as much as it SUCKS. You have to other shoe test it. His client was not specifically implicated in a crime, so why would you release testimony? It goes back to the 5th amendment and not implicating yourself. If the shoe were on the other foot and this were Hillary, would we be yelling as loudly? Yes she isnt a lying conspiring slug but she still has the right to keep those answers confidential if she wasnt being indicted except that they DID release all the stuff about Hillary. 80,000 pages of unredacted documents. (I'm not saying we should necessarily release Trump's answers, I'm just saying the other shoe is already there).

One thing I want to point out about this is that the prosecutorial bar for obstruction of justice is extremely high. Nixon was impeached by the House for obstruction, but I don't think the political definition is the same as the legal one.
