Teacher here. Most of these requirements come directly from the states; in other words, from those who have no idea what is actually appropriate developmentally for a kindergarten student.
My daughter would totally be ready to do K early, but I'm not subjecting her to the ridiculous standards and BS that comes with Kindergarten today until I absolutely have to.
Write to your legislators and demand that education be about individual student success, and not stock standards that don't work for everyone.
