Normal toddler/preschooler behavior?

My J was doing this pretty frequently for awhile, a month maybe? Then it just stopped. He never gave me a reason as to why. And he's still in diapers.

I've asked him if it was painful or itchy down there (he's not always the best at wiping) or if his underwear hurt or are too tight and he always says no. There is no visible redness or rash that I can see. I've tried bigger underwear.

Is this normal, do kids just like to stick their hands in there and touch their butts?

M does this. She's 19m. She can't articulate much.

H never has done this. He's three and a half and still in diapers.

P was doing this a while back. Drove me nuts. Sounds normal to me. We just make sure she washes her hands before eating and after sticking her hands in her undies if we catch her.
