Palpatine can't show he can fight/defend himself to not give himself away.
Was the same actor in all the movies (even the original?)? (that he's in)

A woman portrayed Emperor Palaptine in the Empire (At least the physical part) and it was dubbed over. ETA for the Empire Strikes Back. And there was originally a different actor, but they've had the same actor dub over the dialogue. |

I think that they've kind of missed the point in parts of the code. I think that's part of what Luke is feeling in the sequels as well. He sees that the Code sets people up for failure, and why he wants to get rid of it. Of course, in his grief and anger, he swings a little too far. |
