What I think has happened.
Typically ORR gets custody of UAC. They have an intake process that includes state licensed facilities, medical and mental care, etc.
With the onset of this administration and the zero tolerance issue, ORR was not included in planning. And I dont think ICE ever had any intention of turning over those children TO ORR. ORR was told they didnt need to prepare for an increased influx of children by the implementation of the zero tolerance and separation policy.

ORR was not given a list of the kids who were separated from their parents.
So there was no way to differentiate between children taken and children who arrived completely unaccompanied.

Some VMI students told the Pilot that the nicknames listed in the yearbook typically weren't self selected and were often derogatory and offensive.
So Northam was being honest when he said he didn't know why that was listed as his nickname.
(Of course that doesn't excuse the larger issue, but facts matter)
