Do kids need passports or are birth certificates enough? Going to Montreal in August. We'll be driving and I was pretty certain birth certificates were ok but now I'm panicking that if we need passports they won't be here in time.
Also, anyone have tips on what to do with kids? MIL is planning the trip but I'd like to throw in a few kid-specific things if possible.

Birth certificates are ok for the kids only if driving. I recommend you also have a notarized letter that both parents sign indicating it's ok for the kids to be traveling just in case you and your husband are separated for any reason. You can also get passports pretty fast if you want them. mapleme is very familiar with the Montreal area.

Children under 16 only need proof of US Citizenship (ie a birth certificate) travel.state.gov/content/passports/en/country/canada.html

If you do decide to get them passports, they can get a passport card to enter Mexico and Canada (by land only) which is much less expensive.

Just curious, but how would a passport card that allows you to enter only by land be different than the birth certificate that will allow them to enter by land?

I guess they're not necessary at all for Canada, just would replace carrying around a copy of their birth certificate. I believe Mexico requires passports or cards for children as well as adults.

I'm sorry I'm so late to reply to this. I wrote a long response and the interwebs ate it. I was mourning.
Everyone else pretty much addressed the travels stuff, but if you do decide to get a passport, I can give you photo tips. Getting a baby to look straight at the camera on a white background with their eyes open and not smiling is hard.
For Montreal, the Biodome is my favorite with kids. If you are into food, the public markets are wonderful (Jean Talon and Atwater are my favorite). If you're into coffee Brulerie St Denis is soooo worth the trip away from the downtown. Blue Nile is amazing Ethiopian food, but not really kid friendly. I really liked the Museum of Fine Arts when M was in the "hang in the carrier and look at things" phase. The Science Center is great for kids depending on the exhibit. If you're into booze, the SAQ on St Catherine St is pretty awesome. But be warned, booze in Canada is expensive (but the whole country is on sale right now because of the exchange - so there's that).
I know that there's more that I'm forgetting. The Botanical Gardens get a lot of love, but I haven't been there. There are lots of playgrounds and pocket parks all over the city, but I'm not sure if there is a way of locating them online first.

Oh, and depending on what border you are crossing at, there is a utterly fantastic cheese place just over the border at Alburg Springs.

I'll check out all the recommendations and send a few to MIL. We'll be driving (NYC suburbs) so taking I87 straight up through NY state. I would love some cheese place recommendations!

The cheese place is called Fritz Kaiser and it's in the middle of cow country. It looks very close to your route (although it would be out of your way). The cheeses are all made there, they're amazing, they're amazingly priced and you can't believe that a place like that exists there. If you're driving through on a Saturday, be prepared for an hour+ wait (but they do have a nice picnic area), but any other day of the week (closed Sundays) it's a really easy in and out (usually no wait at all). And there is always someone on staff that speaks English.
