I totally don't. I did some further research and it looks like I need to work I need to work on my porter skills since we'll likely find lap belts but not shoulder belts. What about those things where you wheel the car seat and you can even have your kid sit in it to be wheeled around? The sidewalks in Bogota are not good from what I read so we are just taking backpacks. But the subway appears to be good so that'll help for going out. Top tethers aren't standard in a lot of older cars. When I said LATCH wasn't available that means there's no top tethers.

I’m not super familiar with cars in that part of the world but I’d imagine that the front seats will have a should belt and air bags will be either nonexistent or could be switched off and if that’s the case, I’d put kiddo in a Ride Safer or lightweight 5pt in the front. You will also need a locking clip if you go with a harness. None of the cars in Europe have locking seatbelts so I assume they aren’t super standard outside of the US.

Another vote for the saferider vest. It doesn’t require a LATCH or a top tether and it is really fast to install. We’ve used it on trips since DD was 3.

He's currently 43lbs and 43 inches tall. It's to and from the airport in a taxi, and a short ride to and from a second town and one of us would ride in the back with him. I have no idea about the seat... but that's amazing. He really is the size of a 5 yr old- mine anyway!
