School Daily Schedule

So a while ago our state's "school report cards" came out & it got me thinking about things. We didn't do all that particularly well. I think the biggest thing that has got me thinking is because I have a unique look into things by subbing.
DS' schedule looks like this:
M - Art, Computer Lab, Spanish
T - Gym, Computer Lab, Spanish in his classroom taught by the college kids
W - Music, Computer Lab
Th - Library, Computer Lab, Second Step which is a lesson by the guidance counselor
F - Music, Computer Lab, Gym
Specials are 40 minutes long. Lunch & recess combined is 45 minutes.
I used to like that they had so many "extras" but in recent times I'm realizing that they're hardly in their classrooms. It makes me wonder if there's any correlation to their state scoring, you know? & since I get a good look inside the classroom, the time that they are in the classroom, everything is a "workshop." Writers workshop, readers workshop.. it's basically a free for all. They rotate at stations & are "supposed" to do said work but let's face it, this is elementary school, most of them are goofing off. It's like there's no instruction anymore. I remember when I was in school, we were sitting at desks all the time with the teacher in the front teaching. Now these kids are all floating all over the place dilly daddling.
So I'm wondering if it's just his school or if this is just how schools are now?
