Always serve a meal. But when I say meal I'm pretty loose in my definition. A hot and cold appetizer buffet at the right time of day would pass my "is it a meal" test. That said, for a kid's birthday party at 2pm I would serve pizza because it's easier and have some lighter snack options available.
