I went back to read Comey's statement on Clinton and it's way more detailed and subjective and he's basically sharing that the FBI wouldn't recommend charges to the DOJ. He also didn't consult with the DOJ at all. So it would be like if Wray had come out and talked about this.

It definitely seems like a win-win for him in terms of it no longer being his problem. It gets unsealed and people get more info or Trump's team fights to keep it sealed after all the stupid GOP tweets in the last few days and looks extremely suspect.
