Horowitz: While there was no requirement for notification of or approval from high level authorities in the FBI, the NatSec chiefs were informed within days of Crossfire Huricane's opening. There is not a standard requirement for such notification even in instances where civil liberties could be impinged, and our department found that that should change.

Horowitz is giving a very reasoned overview of the process at play here - both in terms of what occurred and what they believe could be done better/differently in the future.

Horowitz: The FBI thought the Page FISA was too close a call in July. In September, after being told by Steele that Page was running all over Russia square dancing with oligarchs, they decided to approve the request.
That's important. The Page FISA didn't rely on the Steele Dossier. Steele was the source of the information, but it was Page's own actions that shifted the tide. And it's completely reasonable for the FBI to have confidence in Steele, because they had worked with him before.

Horowitz: The FBI fucked up the Page FISA in 17 ways. Chief among them was relying on Steele's information after FBI lawyers had reason to question his credibility.

Horowitz: the FBI lawyers and the Court should have been given complete, fulsome information for their decision making on the Page FISA warrants, but they weren't, and that undermines the strength of the warrants

His overarching argument seems to be that everyone at the FBI pretty much acted in good faith, but that there are gaps in investigative and surveillance processes that should be addressed.
This is precisely why IGs exist.

And it is way, way past time we have a national conversation about the FISA process. It has been a pet beef of civil libertarians (they were a lot more vocal about it when Obama was president, but I digress) but until Carter Page became the poster boy for government overreach, it was never a big part of mainstream discussion

That was pretty unfair of Graham. Comey said he was confident that there was no abuse of FISA , but Horowitz just testified (unless I totally misunderstood him) that part of the problem was that the higher ups weren't told everything they should know

That is an absolutely fair criticism from Horowitz. The fact that Steele had demonstrated bias against Trump should have been disclosed to the FISA court.

Graham is mad that an FBI agent conducted the defensive briefing of Trump but also filed a 302 bc the briefing itself was part of the investigation.
That feels icky, but what are they supposed to do if Trump is under investigation and then says a bunch of suspicious shit? That's a genuine question. I really don't know what they were supposed to do here.
