Major is asking about the mechanism for "unblocking" the blocked US accounts into which any payments by US entities for Venezuelan oil will funnel. Mnuchin says that, after a peaceful transition of power, the funds will be released to the president that the US sees as legitimate

no embargo as of now, but sanctions do include blocking sale of US oil-based and petroleum products to Venezuela

Mnuchin claims Americans need not be concerned about feeling the effects at the pump bc gas prices are low, and there's a lot of oil, already paid for, at sea. So they seem confident that it will take a while before oil prices spike. The thing is, that doesn't stop gas stations from jacking prices up.
