The same thing doesn't always work on kids the same.
Aquaphor never did anything for us.
I used Hydrocortisone cooling gel for active outbreaks to stop the itching and scratching.

This is us. Ds is 7 months and has it everywhere . We've gotten a steroid to use sparingly on his face and it helps.so much. We also use aquaphor baby, cerave baby, and have him sleep in sleepers with built in mittens because he scratches the heck out of face and head. Target has sleepers that go to 12 months with built in mittens. I'm so sorry you are dealing with it. It sucks so badly

DS has a persistent patch on the back of his leg, and the only thing that’s worked for us is the Eucerin excema cream. It seems thicker than other brands? Good luck!

We use Eucerin Eczema cream morning and night and Cortizone 10 (1%) for flair ups. DD2 is 2.5 now and still has flair ups now and then.
She was pretty much clear once I eliminated dairy from my diet and we gave her Elecare for her MSPI (I never produced enough milk so we supplemented), she still reacted to Alimentum.
Good luck, it's hard when they break out.

rachydc, I haven’t read responses but here’s my input, as someone with a DS who also had horrible eczema as a baby (it’s getting much better now). Something to think about, his Pedi said that just covering his hands or cutting his nails was not addressing the fact that he was actually itchy. He told me to imagine how miserable that must feel. So he put my son on Benadryl at nights, & it helped so so much. Most allergy meds say not for under 2 years old, but a Pedi can determine if they feel that is safe & needed for them. He also does Zyrtec during the day. He had it really bad on his head, & we had to use cortisone cream 2x a day I believe, which helped immensely as well. Skin care & moisturizing is super important with eczema. Daily baths in warm (not hot) water are best, short in duration so they don’t dry out too much, then lather them in a cream or oil based product right afterwards to lock in the moisture. Regular lotions are not good enough, it needs to be a cream or an oil. We use Eucerin Eczema Relief creme. We lathered him in this morning & night. As for products we use Dove sensitive bar soap for bathing, & Aquaphor baby shampoo & wash for hair, & ALL free & clear for laundry. He also has one of those true HEPA air purifiers in his room to help clear out irritants. My DS also has a TON of allergies so we’ve had to adjust his diet quite a lot. It’s possible your little guy may have other allergies you’re not aware of yet that are continuing to trigger the eczema. If you haven’t yet I’d highly recommend getting him allergy tested. I honestly found adjusting the diet to be the most impactful with eczema for both my kids who have allergies. Also, fwiw, my son has the same allergies you mentioned, but he wouldn’t tolerate any formula other than the highest end, Elecare. I believe that & Neocate are the only 2 that break the milk proteins down to that level. We tried the ones a step before that like the one you’re trying now & that still bothered him. So that might be something to consider also. Elecare was so expensive but it’s what we had to do. I hope this helps, sorry it was so long!

oh man, this sounds awful have you tried completely eliminating dairy? I believe there is milk protein in Alimentum but maybe there is a soy that would be better? I have heard second hand that eliminating dairy and gluten has helped some babies. at the peak of my son's eczema, we were using Aveeno eczema soap and occasional oatmeal baths. We then were putting straight Vaseline on his rough spots, but it sounds like your little one's is much worse than his. Alimentum and Nutramagin (or however you spell it) are the go-to formulas for kids with intolerances. They do have small traces of dairy and soy, but they're extremely broken down from what I've read. Pedi was unsure about goats milk formula, so we just decided to try Alimentum for the time being and reassess at his 6 month appt. Oatmeal baths are such a great idea that I overlooked, thanks! I use Vaseline for everything, so I might as well start slathering him up with it too haha Yes those formulas are the first to try, but depending on the level of allergy/intolerance some kids will not tolerate those either. We had to go the next step up, which is Elecare. Elecare & Neocate are the highest level of broken down proteins for formula.
