Senator Heinrich (D-NM) again asks Director Wray to respond to the president's attacks. Wray reiterates that those who serve the FBI are patriots and that there is no basis for this criticism. Says that he encourages his employees "not to get too hung up on what I call 'the noise." "Our people are very mission-focused. They are accustomed to the fact that we do some of the hardest things one can do for a living."

Senator Blunt (R-MO) is concerned about ballot and voter registration systems vulnerability and asks the witnesses how the federal government can best help the states and localities whose systems may be vulnerable.
Coats: we need to be more up-front with states and localities when *we* become aware of a threat.
Pompeo: more transparency with SBE's. But we also need to "raise the cost to those who would dare challenge the United States elections."
Oh, like maybe......SANCTIONS??!

Wray is working with SBE's to either submit redacted/declassified reports or to use NDA's to inform the appropriate officials about vulnerabilities.

I seriously work with a guy I would say is otherwise intelligent and he totally thinks there is nothing there wrt the spec coun and russian attacks. he was all well if they're doing it to us, we're doing it to them.

King: Guys, it's been five years of us not having a comprehensive plan to protect ourselves against cyber attacks. There are NO REPERCUSSIONS, no deterrents for launching a cyberattack against the US (LIKE SANCTIONS?!).
Coats: well it's our job to identify what happened. It's up to you guys to shape policy.
King: and yet that never seems to happen. We have to have a doctrine of deterrence.
Pompeo: I agree. But we're doing stuff, I promise. "It's important that the adversary know it, it's not important that the whole world knows it." Huh. So the CIA is pressing Russia and China.

WOW. Cotton asked Wray if the FBI's position is still that the Steele Dossier is "salacious and unverified" and Wray says that he can't answer that in an open setting. Which means they've definitely verified at least some of it.

Senator Harris (D-CA) asks Wray if there's a conflict of interest when POTUS declassifies information that could complicate an investigation into his own campaign.
Wray: Well, them's the rules. But we hate that memo.
Harris: If POTUS asked you to hand over to him additional sensitive FBI information re: the investigation, would you give it to him?
Wray: I would neither discuss that investigation with the president, nor would I provide information about that investigation to the president.
Harris: If POTUS wanted to declassify material relating to the counterintel investigation into his campaign, does he have the legal authority to do so?
Wray: I believe that, technically, he would have that authority

Remarkable. Neither the FBI, DNI nor CIA director will testify that POTUS specifically has directed them to investigate and disrupt Russian interference. Pompeo tried to hedge but he stopped just short of saying that POTUS directed it.

What Jack Reed just did there was pretty brilliant. This panel has spent nearly three hours talking about what a grave threat Russia was and continues to be, but forced them to admit that POTUS does. not. care.
