I always feel a little conflicted about major heads of state/ presidents heading to disaster zones. The work it must take to secure the area and set up a zone for him/her has to conflict or draw resources away from the work that needs to be done at times.

But I think I'd rather the optics of not going be somewhat bad than the execution of going be detrimental to the efforts on the ground.

That's why they don't usually go right away. I agree with you WRT resources but it's also important for leaders to hear from the people who have lived through a catastrophe and are living with the short and long term effects. Hearing personal stories directly from victims does help keep them top of mind and to convince others to surge resources.
